Frodo can see Galadrial's but nobody else notices it.Problem is : in the movies, Frodo sees a flash of the Eye in Bree. It is only believed to be true as that is what is commonly done with rings and seems to be true (for the most part) for the One Ring. Start here for a quick overview of the site

But unlike them, it is not said what metal Narya was made of. It's all quite conspicuous.Cirdan gave the ring as soon as Gandalf came to Middle-Earth. Anybody can answer Narya is described as having the power to inspire others to resist tyranny, domination and despair, as well as having the power (in common with the other Three Rings) to hide the wielder from remote observation (except by the wielder of the One) and giving resistance to the weariness of time.

Narya was one of the three Elven Rings made by Celebrimbor alone. There seems to be a reasonable consensus online that the 3 were somehow able to be worn invisibly and only revealed to those the 3 wearers wanted to reveal them to, although I couldn't find any absolute evidence. We know that Gandalf was given Narya, the Ring of Fire (one of the Elven three) by Cirdan the shipwright. It is also thought to have magical properties and fire powers, as when fighting Durin's Bane, Gandalf claims to wield the Flame of Anor.
It says he welcomed Mithrandir and (possibly at another point) gave him in the Ring.
