Tanks/Healers seem to be the only guarenteed way to split them up.Because its easy and consistent as we'll have the opposite debuff for that tether.The alternative is dps running around like headless chickens and/or giving us the wrong tethers and killing us.If your friends or static want to use the dps for the phase then go ahead! Just seems like another excuse for melee players to be lazy and use the "but muh uptime" as an excuse.Tanks can preposition and be fine though. It takes too long with pugs for the rewards to be worth it, especially with the cutscene.I used to do do Shinryu Ex with pugs all the time when it was new. Cleaving the DPS with it doesn't matter, as they'll have the same fire/ice as the tank with the tether on the boss they're attacking, although healers will have to be on the "wrong" side for this.Phase 2C, I recommend having each tank + heal paired with a dps partner on the cardinals of the boss.
